He was also appointed as party chief of a separate Central Financial Work Commission (CFWC), which has been set up to strengthen the ideological and political role of the party in China's overall financial system. The appointments, announced by the central bank's Financial News publication, underscore how the ruling Communist Party has taken direct control of supervising the financial sector. He has also been appointed director of a key ruling Communist Party economic body, the Central Finance and Economic Affairs Commission, replacing Liu He. On Monday, China imposed curbs on overseas sales of gallium and germanium, elements essential to making semiconductors, which have become a growing source of friction between the world’s top two economies. The move was widely seen as a response to the Biden administration’s ban on advanced chip sales to China, which was announced last October. “I am … concerned about new export controls recently announced by China on two critical minerals used in technologies like semiconductors,” Yellen told a meeting of business people hosted by the American Chamber of Commerce in Beijing. “I’ve been particularly troubled by punitive actions that have been taken against US firms in recent months,” Yellen added. Along with other US officials, Yellen has long signaled the Biden administration’s desire to deepen communication and lower the temperature between the world’s top two economies.

CNN —US Treasury Secretary Janet Yellen arrived in Beijing Thursday ahead of high-stakes meetings with senior Chinese officials. The treasury secretary intends “to talk about the bilateral economic relationship, raise issues of concern, and discuss ways we can work together on global challenges” during her meeting with Li, a senior Treasury official told reporters traveling with Yellen. On Friday, Yellen will also meet with her former counterpart, Liu He, in what the Treasury official said could be “seen as a meeting of old friends.”“They were former counterparts. I will say that definitively,” the official told reporters. Yellen will be in China until July 9, according to the Department of the Treasury.

Chinese officials are concerned about the Biden administration's plans to limit U.S. companies' China investments and what they see as moves to decouple the two economies. "There is no substitute for diplomacy," said one senior administration official. "Secretary Yellen’s trip is more than a step toward preparation for a potential Biden-Xi meeting at APEC. Despite the cooling relations, trade between the U.S. and China grew in 2022 for the third year in a row, U.S. Commerce Department data show. Two other Cabinet secretaries, Commerce chief Raimondo and U.S. Trade Representative Katherine Tai, met in May with Chinese Commerce Minister Wang Wentao.

Yellen, who said last week she still hopes to visit Beijing to meet with her new Chinese economic counterparts, will deliver remarks at Johns Hopkins University's School of Advanced International Studies, the Treasury said in a statement. Yellen's speech will detail the Biden administration's economic priorities on China, including securing U.S. national security interests, fostering "healthy" competition and cooperating, where possible, on global issues such as climate change, debt relief and macroeconomic stability. Yellen also is expected to highlight U.S. economic strength. A Treasury official said the speech comes at an opportune time just after Yellen also spoke last week with counterparts from G7 democracies, Australia and New Zealand. Another audience for the remarks is China's new economic leadership team led by Liu's replacement, Vice Premier He Lifeng.

A new "Central Financial Commission" is set to strengthen the party's "centralized and unified leadership over financial work," state media said Thursday in Chinese, according to a CNBC translation. watch nowWhile state media did not specify, a financial work commission of the same name had been set up in the aftermath of the 1998 Asian financial crisis. Responsibilities of that party commission are borne by the restructured Ministry of Science and Technology. The State Council changes established a National Financial Regulatory Administration to oversee most of the financial industry — except for the securities industry.
Hong Kong CNN —China’s new premier has tried to reassure the private sector in his debut press conference, as concerns grew about the country’s future policy direction with the introduction of a new cabinet loyal to leader Xi Jinping. Li Qiang, a long-time aide to Xi, officially succeeded Li Keqiang as premier over the weekend.
